St. Pete Beach · Pinellas County

St. Pete Beach houses, rebuilt to belong to the beach.

Wood-frame Pass-a-Grille cottages and 1950s block houses with terrazzo floors. We have built in St. Pete Beach, and we design these houses in full before anything is bought.

01The rule here

The whole city is in a flood zone. The line is 50%.

St. Pete Beach issues its own permits, and the city states that all of St. Pete Beach lies in a flood zone. Its substantial-improvement threshold is 50% of the structure’s market value, not the 49% used across the bridge in St. Petersburg.

Since February 2025 the city no longer adds up work over a rolling period. Costs are combined only where the federal program requires it: permits open at the same time, and all repairs after a single damaging event. That makes a phased renovation a real option, planned in the right order.

02Pass-a-Grille

Historic designation can change what a house is allowed to keep.

Pass-a-Grille is a National Register historic district. Local designation is separate, voluntary and house by house, and the city lists more than a hundred designated properties, many added after the 2024 storms. The city notes that designated historic properties may be exempt from the 50% rule.

A designated house needs a Certificate of Appropriateness for new construction, additions, moves and demolition. An interior-led renovation of a designated cottage is the path we design most carefully: keep the house, renew the rooms.

03Materials

Terrazzo, block and salt air.

Mid-century block houses often hide original terrazzo under carpet or tile. Restoring it is usually better than replacing it. Near the gulf we specify finishes that tolerate water and salt, and we keep equipment above the flood elevation, so the rooms recover after a storm instead of starting over.

Questions

Questions from St. Pete Beach

All questions→
Is the flood threshold in St. Pete Beach 49% or 50%?

It is 50% of the structure’s market value. The 49% figure belongs to the City of St. Petersburg, which is a different city.

Can I renovate in phases?

Since February 2025 St. Pete Beach no longer adds up work over a rolling period. Costs are combined for permits open at the same time and for all repairs after one damaging event. We plan the order of the work with that in mind.

My house is in Pass-a-Grille. Does historic designation matter?

It can. Local designation is voluntary and house by house. The city notes that designated historic properties may be exempt from the 50% rule, and designated houses need a Certificate of Appropriateness for new construction, additions, moves and demolition.

Where do we start?

With a twenty-minute introductory call to understand the project. From there we recommend Full-Service Interior Design, a Design Day or a Design Consultation, whichever fits.
