Oldsmar · Pinellas County

Oldsmar homes, designed with the bay and the rules in view.

R. E. Olds bought the land in 1916. Today Oldsmar is a town of newer neighbourhoods on Old Tampa Bay. We design kitchens, baths and whole interiors in full, before anything is bought.

01Two offices

The city reviews first, then the county permits.

Since September 2021, Pinellas County Building Services issues building permits in Oldsmar under an interlocal agreement. Before that, the city reviews zoning, its land development code and flood requirements. Properties in the Community Redevelopment Area or along the Tampa Road corridor also need the city’s architectural review.

We prepare the drawings for both steps at once, so a project does not stop between offices.

02The flood rule

In Oldsmar the published line is 49%.

Oldsmar’s substantial-improvement page sets the line at 49% of the structure’s market value, measured on actual cash value or the Property Appraiser’s value adjusted, and it states that phasing improvements is not permitted. The same page still describes a five-year cumulative period; Florida law has barred those since June 2025.

Because the city’s own pages do not all use the same figure, we confirm the threshold with the floodplain office for your address before the scope is drawn.

03After the storms

Every repair in a flood zone starts with a permit.

The city’s post-storm guidance is direct: all work in a flood zone needs a permit before it begins, and storm repairs that reach the threshold trigger a substantial-damage review. A design drawn and itemised from the start is what moves through that review fastest.

Questions

Questions from Oldsmar

All questions→
Who issues permits in Oldsmar?

Pinellas County Building Services, since September 2021. The city reviews zoning, land development and flood requirements first.

Is Oldsmar’s flood threshold 49% or 50%?

The city’s substantial-improvement page uses 49% of the structure’s market value. Another city page says 50%, so we confirm the figure for your address with the floodplain office.

Can I split a renovation into phases?

Oldsmar states that phasing improvements is not permitted. Florida law has barred cumulative look-back periods since June 2025, but one renovation is still measured as one project.
