Indian Rocks Beach · Pinellas County

Indian Rocks Beach houses, designed for the island.

A quiet beach town of houses between the Gulf and the Intracoastal. Every one of them is in a flood zone, and many are still being rebuilt after 2024. We design the interiors in full, with the island’s rules settled first.

01Two steps

The city pre-approves, the county permits.

Pinellas County issues building permits in Indian Rocks Beach, but the city first requires its own substantial-improvement pre-approval on every county permit. The city states that it lies entirely within a Special Flood Hazard Area, with V zones next to the Gulf and A zones everywhere else.

We prepare the drawings and the itemised scope for the city’s form and the county’s review at once, so a project does not make the trip twice.

02How the 50% is counted

The city’s code says what counts, and what does not.

Indian Rocks Beach measures substantial improvement against 50% of the structure’s market value, and its code lists certain non-structural interior finishes that are left out of the calculation. The code shows no multi-year look-back.

That changes how far a kitchen or bath can go before it touches the threshold. We confirm how each line of your scope is treated with the reviewer before the design is final, so nothing is assumed.

03On the Gulf

Inside the existing foundation, the coastal line stays simple.

On Gulf-front lots, work seaward of the state’s Coastal Construction Control Line needs a state permit, but repair of an existing house within its existing foundation is exempt. An interior-led renovation is usually the simplest path on the beach side.
