Between Lake Tarpon and the county line, East Lake was one of the last parts of Pinellas to be built. Its golf and lakefront houses are now ready for new kitchens, baths and interiors, designed in full.
East Lake is county, with its own plan.
East Lake is unincorporated Pinellas County, so permits come from the county’s Building and Development Review Services. Since 2012 the area has also had its own community overlay in the county’s comprehensive plan, which keeps its low-density, residential character. It guides land use, not the inside of your house.
In a flood zone, unincorporated Pinellas measures the work against 49% of the structure’s market value, land excluded, and does not allow one renovation to be split into phases to stay under it.

A lake with one way out.
Lake Tarpon drains to Old Tampa Bay through a single outfall canal and control structure, built around 1970 for flood control. In 2026 the county backed a federal study of that aging structure. None of that is a reason for alarm; it is a reason to choose finishes that tolerate water on lakefront ground floors, and to plan the scope with the flood zone in hand.

East Lake’s master-planned neighbourhoods and golf communities were built over a few decades, and many houses still have their first kitchens and baths. The walls can usually stay. Everything inside them, from the light to the storage, is where the design changes the house.
