Bathroom remodeling in Safety Harbor, Florida
Safety Harbor has the most particular permit path of the cities we work in most — and planning around it is the difference between a schedule that holds and one that slips.
What is particular about Safety Harbor
Your permit gets reviewed twice, and it is worth knowing why
Since 1 May 2021, Pinellas County has been the Building Official for Safety Harbor under an interlocal agreement. Your application starts at the city and finishes at the county. Trade permits — electrical, plumbing, roofing, HVAC — go directly to the county.
In a flood zone the city goes first
If the property is in a Special Flood Hazard Area, the city reviews it for Substantial Improvement and Substantial Damage — the 49% rule — before the file is submitted to the county at all. None of this makes the work harder. It makes the schedule different, and it is the reason the same bathroom can take longer here than in Dunedin.
Flood insurance
Safety Harbor is a CRS Class 6 community: a 20% discount inside the flood zone, 10% outside. It is the lowest of the five cities we work in most, which makes the 49% question more consequential here, not less.

Construction is delivered under a licensed registered contractor. A renovation begins with a pre-construction agreement: the site verified, every trade priced against the drawing, and a firm written price before anything is demolished. Part of its fee credits toward construction.
